For a new Windows simulator PC, 16 GB RAM and an RTX 3060-class GPU is a sensible starting point for many 1080p systems—but it is not universal. Not for every system. Integrated and tablet-based experiences can avoid a gaming PC, but graphics-heavy Windows software usually benefits from a dedicated NVIDIA GPU and specifications above the published minimum.
Yes if it meets the software, graphics, port, cooling and network requirements. Confirm that the quoted GPU is the dedicated model, not integrated graphics.
